DE: What is your name sir?

RK: Russel Klouse

DE: Mister Klouse where are you from?

RK: Cincinnati, Ohio.

DE: Can you tell us a little bit just what happened tonight? Where were you when this tornado struck?

RK: I was on I-75 going to Detroit, and the wind started blowing real hard and we pulled over and stopped and just about that time is when the full force I’d guess of the tornado hit and it just picked our car up. We were on I-75 and when I woke up we was on a street parallel to I-75 I don’t know maybe 50 or 100 feet of the highway.

DE: The winds had picked you car up and blew it that far?

RK: Yeah, there was no windows or anything left in it I couldn’t find a dry place to get my buddy ( Kenneth Earl Baker ) was laying out about 20 feet from the car and I managed to drag him up and I stuck his head under the car and I covered him up with what clothes I had and that’s all I could do for him. He’s in bad shape.

DE: And where were you found? Did you go for help?

RK: No, the cops came there. I couldn’t leave him and there were no place to go. I mean all the houses were gone. There was nothing there.

DE: You were driving from Cincinnati to Detroit?

The shooting happened at about 11:30 Monday morning at the Walgreens in the 5600 block of New York Avenue near southeast Green Oaks Boulevard.

Arlington police said the individual responsible for the shooting has been arrested. They said a family member took the suspect to the Texas Department of Public Safety in Hill County Monday afternoon.

UPDATEDBalcony Collapses After Dallas Apartment Fire
Arlington police say the suspect’s girlfriend was wounded and a man who tried to help is dead. The identities of the shooter and victims have not been released.

In the United States, more people between the ages of 25 and 64 die of complications from drugs than car crashes. According to a 2009 study published by the Substance Abuse and Mental Health Services Administration, 23.5 million people in this country over the age of 12 need treatment for drug and alcohol abuse, and only 2.6 million of these afflicted individuals actually receive it. In response, drug and alcohol rehab has blossomed in the past three decades into a $35 billion industry with nearly 15,000 facilities across the country. Although non-hospital residential treatment serves only about 10 percent of those in recovery in the US, the exorbitant cost of such care–as high as $75,000 a month–has made it extremely lucrative. And thanks to popular TV shows like Celebrity Rehab, which have installed the luxurious rehabilitation center in the popular consciousness, the national enrollment figures keep growing.

VICE editor Wilbert L. Cooper traveled to Southern California, the region with the highest concentration of these high-end rehab clinics, to explore the peculiar and troubling side of the for-profit addiction treatment industry.

The special offers a panoramic perspective on crime and punishment, and will follow all the key characters in America’s sprawling justice system, including prisoners and their families, members of the judiciary, and community reformers.

It will be hosted by VICE founder and correspondent, Shane Smith, and will also feature President Barack Obama’s historic tour of El Reno Federal Correctional Institution in Oklahoma in July, where he met with inmates and prison officials.

“There’s an emerging consensus in this country — on both the right and the left — that the way we treat criminal offenders is utterly broken and weakening our society in profound ways,” Smith said, explaining the significance of the documentary.

In filming the special, President Obama became the first sitting President to visit a federal prison, signaling that criminal justice reform is a top priority in the final stretch of his presidency. At the medium-security prison for male offenders, Obama met with six inmates. He said the men’s stories and the mistakes they made were not dissimilar to those the president made in his own youth, when he admittedly smoked pot and used cocaine.

America needs to distinguish between violent criminals and people “doing stupid things,” Obama said, adding that many young people who end up in prison for nonviolent drug crimes grew up in environments where drug trafficking is prevalent. Giving those people decades-long sentences is what is contributing to the country’s overcrowded prison system, and more resources should be directed to education, support, and rehabilitation, he said.

“I am really interested in the possibilities, the prospect of bipartisan legislation around the criminal justice system,” the president told reporters on June 30. “And we’ve seen some really interesting leadership from some unlikely Republican legislators very sincerely concerned about making progress there.”

The special is the latest in VICE’s ongoing coverage of what has become a major civil rights and reform issue in the United States.
